Caldwell, the chair of the Judicial Panel on Multidistrict Litigation and a district judge for the U.S. District Court for the Eastern District of Kentucky, issued the order on behalf of the six-judge panel and said centralization is currently not necessary for the convenience of the parties and witnesses in order to conduct the litigation.
